Position Description

Job Purpose

The Public Utilities Director provides complex professional and administrative work in managing, overseeing, planning, and directing the activities and operations of the Surf City Public Utilities Department, including construction, lines maintenance, water operations, wastewater operations, distribution and collection system, metering, and engineering. The Public Utilities Director also coordinates with other departments and outside agencies as needed to complete projects and tasks.

Duties and Responsibilities

These duties and responsibilities are not intended to be all-inclusive. Employee may perform other related duties as negotiated to meet the ongoing needs of the Town.

• Reports to Town Manager and advises on public utility projects and activities; participates in plan review to ensure quality and proper layout and maintenance; development and implementation of department goals, objectives, procedures, and priorities for each assigned service area.
• Plans, organizes, and directs all personnel functions and activities of the Public Utilities Department.
• Reviews and approves employees’ time and leave.
• Performs selection, promotion, training, counseling and disciplining of department personnel; meets frequently with subordinate supervisors to solve more complex problems; sets priorities and deadlines and provides guidance and direction through annual evaluations; and suggests staffing levels.
• Engages in considerable personal contact with citizens concerning service request and complaints; investigates and decides or recommends actions; coordinates projects with other divisions and departments; attends Town Council meetings when needed on agenda items.
• Provides engineering support for new construction, repairs and modifications of public utilities facilities; makes recommendations for contracted consultants as required.
• Directs the work of architects, engineers and consultants in the design and construction of major infrastructure.
• Prepares and reviews division operating and capital budgets; monitors and approves expenditures.
• Prepares specifications for the purchase of specialized public utilities equipment; authorizes routine purchase orders
• Confers with Town Manager with respect to annual work program development and long-range facilities and projects
• Ensures that proper records are maintained of division operations; analyzes trends and work orders for effective decision making; and inventory control reports
• Prepares the annual operating budget; submits recommendations to the Town Manager for capital improvements of projects and services; Accountable for ensuring budget is not exceeded
• Establishes ordinances, policies and procedures for the department.
• Supervises the maintenance of necessary records and preparation of required reports
• Takes accountability and ensures all reporting, documents, permits and other requirements are completed accurately, published and submitted timely
• Ensures the safety of employees and the public related to areas of work responsibility
• Continuously monitors and evaluates the quality, responsiveness, efficiency and effectiveness of assigned Town service programs, and works with subordinate staff on the continuous improvement of services.
• Represents the Public Utilities Department to other departments, elected officials, and outside agencies in addition to coordinating assigned activities with those of other departments and organizations.
• Works irregular hours including weekends, holidays and extended hours as needed.
• Performs work during emergency/disaster situations.
• Performs other duties of a similar nature or level.

Financial and Budgeting Responsibility

Employee prepares the annual budget for the Public Utilities Department.


Education and Experience
Bachelor's degree with coursework in public administration, engineering, planning, or related field and extensive experience of an increasingly responsible nature in public utilities management, or equivalent combination of education and experience.

Licenses and Professional Certifications
• NC Driver’s License
• May require certification for wastewater treatment, water treatment, or distribution or collections systems operations by the State of North Carolina or the ability to obtain within two years.

Knowledge, Skills, and Abilities

Thorough knowledge of the principles and practices of public utilities administration, planning and construction. Principles of water treatment, collection, and distribution systems; occupational hazards and proper safety precautions.
Thorough knowledge of related Town policies, state and federal laws and regulations.
Thorough knowledge of the equipment and materials used in the construction and maintenance of water and wastewater treatment and distribution and collection systems.
Working knowledge of related engineering principles and practices and application of innovative management practices and theory; governmental accounting and purchasing practices; comprehensive operational policies and procedures including principles and practices of public utilities and civil engineering administration
Considerable knowledge of the principles and practices, laws and regulations relating to public utilities.
Ability to supervise employees and subordinate supervisors including effective communications, motivations, staffing, discipline and performance coaching and evaluation to produce high performance.
Ability to prepare complex and detailed records and reports.
Ability to maintain effective working relationships with Town officials, other public officials, employees, contractors and the general public.
Ability to present ideas effectively in oral and written form
Ability to represent the Town in a professional and respectful manner while interacting with a diverse set of individuals within the workplace and the community.
Skilled in directing and managing the work of a large, diverse organization; maintaining effective working relationships; planning and coordinating a variety of programs and activities; making technical cost
