Job Purpose/Overview
The Maintenance Technician for the Parks and Recreation (P&R) Department maintains the facilities and grounds of Town parks, the Surf City Community Center, streets/sidewalks, and additional P&R managed facilities, grounds, and fields by assisting with construction, maintenance, and repair projects, performing semi-skilled manual labor, and operating power tools and equipment. This is a full-time, non-exempt position, and requires work on nights, weekends, and holidays when needed.

Duties and Responsibilities
These duties and responsibilities are not intended to be all-inclusive. Employee may perform other related duties as negotiated to meet the ongoing needs of the Town.

• Utilizes a variety of hand and power tools in order to perform a wide array of construction, maintenance and repair tasks associated with P&R facilities, grounds, fields and parks.
• Assists with street/sidewalk maintenance and keeping the ROW clean.
• Assists with performing construction and repair work in certain areas by operating heavy equipment such as backhoes and tractors and building and repairing irrigation systems.
• Assists with monitoring fluid levels and cleaning equipment and tools.
• Assists with performing inspections, preventative and routine maintenance and basic repairs on facilities, grounds, tools and equipment.
• Assists with maintaining grounds and fields by planting sod and grass seed, mowing, safely applying appropriate fertilizers and watering as needed.
• Assists with maintaining trees, shrubs, and flower beds by planting, pruning, trimming, removing weeds, and safely applying appropriate herbicides.
• Assists with cleaning facilities, grounds, courts, walkways, fields and project sites to include picking up trash, clearing debris, and moving refuse to appropriate areas.
• Assists with the installation of equipment when necessary.
• Assists with special events by transporting and installing special equipment, supplies and signage.
• Directs traffic during events as needed.
• Performs work during emergency/disaster situations.
• Maintains a clean work environment at all times.
• Performs other duties of a similar nature or level.

Education and Experience
High School Diploma or General Equivalency Diploma (GED) and the ability to successfully perform the essential duties and responsibilities of the job such as those listed above.

Licenses and Professional Certifications
• NC Driver License
• Bloodborne Pathogens (BBP) and Cardiopulmonary Resuscitation (CPR)/Automated External Defibrillator (AED) Certifications

Knowledge, Skills, and Abilities
Knowledge of basic grounds maintenance techniques; techniques for safe operation of heavy equipment; general maintenance techniques related to area of assignment; basic mechanical concepts; basic plumbing and electrical repair techniques; safety requirements; and cleaning materials.

Skilled in driving a vehicle; operating heavy equipment; using hand and power tools; maintaining, repairing and cleaning facilities; spreading grass seed; removing weeds; transporting and installing landscape materials; mowing and maintaining grass; applying fertilizers and herbicides; operating equipment and small engine maintenance; and communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.

Ability to represent the Town in a professional and respectful manner while interacting with a diverse set of individuals within the workplace and the community.

Working Conditions
Employee is subject to inside environmental conditions having the lighting, temperature, and noise of an open floor-plan office environment. The employee is primarily exposed to outdoor conditions and may be frequently exposed to weather elements including rain, wind, varying temperatures, etc. In addition, the employee must effectively deal with personal danger, which may include exposure to hazardous chemicals and materials, intense heat, electrical hazards, confined or high work places, extremely loud noises, hazards of driving, hazards associated with traffic control and working in and near traffic, and natural and man-made disasters.

Physical Requirements
Travel is required to both indoor and outdoor sites in order to perform the duties described above, as well as to attend meetings, trainings, events, and other activities. Work requires standing, walking, running, reaching, bending, twisting, stooping, crouching, kneeling, crawling, lifting, carrying and/or moving equipment, pushing and pulling various objects, climbing stairs and ladders, and operating assigned equipment including motor vehicles. Employee must be able to perform medium work exerting up to 100 pounds of force occasionally; and/or up to 50 pounds of force frequently; and/or up to 25 pounds of force constantly to move objects. A minimal portion of work is performed within an office environment and may include the operation of a computer. The employee must read and write, and interact with others in person, over the phone, and via other devices.
